Same bound behavior as the top-level Base58.decode, but tightened to this instance's own max_encoded_size rather than the top-level one's.

max_encoded_size () is the length of the longest Base58Check encoding currently registered in this instance. Note that the result depends on the set of encodings registered at the time of the call.
